Revamp the implementation of
@jessie.js/eslint-pluginto be compatible with ESLint 9's new "flat configs" feature. Then, use ESLint 9 within this repo by implementing a neweslint.config.jsfile instead of per-package configs.This PR is intended to land as an incremental improvement to linting, not comprehensive.
