fixes #105

  • Factor out a module for constants
  • cffi backend
    • Factor out a module for the cffi definitions
    • Add module for winbase in cffi
    • Move gettickcount to the _system_information module
  • Add support for Attributes and AttributeCount (ctypes and cffi).
  • Add basic tests for the Credential class
  • Add basic support for LastWritten attribute

Note: Currently only a single credential_attribute is supported when writing credentials
