Commit Message: This change allows for the tracking of when an immediate response is recieved from the external processor. Currently, we track when the ext_proc filter sends an immediate response but this does not give any indication if the immediate response is because of failure during ext_proc filter processing or from the external processor.
Additional Description: This feature has been requested by service extension users, specifically Callouts (as plugins already track this feature). This does not add much extra memory and will enhance customer debugging, monitoring, & alerts.
