bazel: Release v0.3.13

After cutting bins-v0.1.31 release, the bazel release needs updated SHA256 hashes to consume the new binaries.

Changes

• Updated bins_release version from 0.1.28 to 0.1.31
• Updated SHA256 hashes for:
  • msan_libs_sha256 - MSAN runtime library
  • tsan_libs_sha256 - TSAN runtime library
  • glint_sha256 - Glint binaries for amd64 and arm64
  • All sysroot archives in nested sysroot_hashes structure:
    • glibc 2.31 (base + libstdc++13) for amd64/arm64
    • glibc 2.28 (base + libstdc++13) for amd64/arm64

All hashes calculated from bins-v0.1.31 release assets downloaded from GitHub.
