New ordering of the lecture notes

• Update cross-links in lecture notes
• Update references such as "Chapter 5" or "Theorem 5.2" in the lecture notes to the new numbers
• Anything else ?

OK I updated the links as well as numerical chapter references. There are a few backreferences (e.g. In the previous chapter on polynomial interpolation) that have now become forward references, those I did not update as they will require rewording. I can leave a TODO in the markdown if that is helpful?

I understand correctly that the third subtask is also done ?
