Description

• Add binary_log submodule within new binary-log component and associated example

Motivation and Context

Adds the ability for compact logging both to files and into memory, with an associated unpacker that's automatically built alongside the binaries and can be used to inflate the compressed logs.

How has this been tested?

Building and running binary-log/example on a QtPy ESP32s3 and then unpacking and viewing the deflated logs.
