chore: Update CI to use ESP-IDF 5.4

Description

• Update build and static analysis to target esp-idf 5.4
• Update file system example to only warn for ESP-IDF targets < 5.4
• Update README

Motivation and Context

Keeps us up to date with latest stable releases

How has this been tested?

• Building and running file_system example with ESP-IDF 5.4 on QtPy ESP32S3
• CI
