Replace Subscan/Polkadot.js explorers with peaqscan for peaq (3338) and Agung (9990)

Summary

Switch peaq mainnet and Agung testnet explorer metadata to official peaqscan and add back a greater variety of different RPC URLs

Changes

• _data/chains/eip155-3338.json
  • explorers: Subscan → peaqscan (peaqscan.xyz)
• _data/chains/eip155-9990.json
  • explorers: remove Polkadot.js and Subscan; add peaqscan (testnet.peaqscan.xyz)
  • add new infoURL (peaq.xyz)
  • add new websocket URL for agung
  • add QuickNode WebSocket RPC URLs
  • add PublicNode and OnFinality HTTP and WebSocket URLs

Rationale

• Consolidate on the official peaqscan explorers.
• Remove outdated/less relevant explorers to avoid confusion.

Impact

• No breaking changes; only explorer metadata updated.
• Schema unchanged ("standard": "none").
