Resolves Spearbit #6 - Unrestricted Donations, Spearbit #9 - beforeInitialize
Per spearbit findings, the Hook implementation has 3 paths to intentionally revert. Instead of custom reverts, we can rely on BaseHook's HookNotImplemented revert
