Adds a blog post for the 0.81.0 release scheduled for next week.
The content is WIP. The source of truth for the blog post is currently this Google Doc (request access if you need it) but I am creating this PR to speed up the process of publishing the post.
I used a GDocs extension to export the content as Markdown, used the VS Code extension "Smart Quotes Normalizer" to clean up smart quotes, did more cleanup manually, and addressed linter feedback.
