Update development docs:

  • Remove outdated steps regarding spidermonkey
    • incl. install Python@3 rather than specifically ＠3.11 (as that was a spidermonkey requirement)
  • Update build targets: build, build:debug, build:weval
  • Added instructions on packing locally to a tarball and installing it to a compute app
