fix issue #481
On several cases fcm_config_files_process.js can't process google-services.json and crashed build
This fix resolve problem with auto upload file to "/res/values/" - if exists and work with cordova-android:7.x and new path for google-services.json '"/app/src/main/res/values/'
Also this plugin enables work with ordova-android:7.x and Ionic pro CI
