[DEV-12638] Update the S3 endpoint for starting local spark job

Description:

Updating the S3 endpoint to correct an issue impacting starting a job with local Spark.

Technical Details:

In cleaning up the config to work with non-local the S3 endpoint was updated to be just the host instead of the combined host and port for local dev environments.
