[DEV-14093] start an EMR Serverless job from the API

Description:

Updates the Spark Jobs strategy pattern to include ability to run EMR Serverless job.

Technical Details:

This has two ways to run an EMR Serverless job:

• provide an Application ID
• provide an Application Name and the ID will be looked up assuming that it has a unique name

Requirements for PR Merge:
