Removes the
toolkitandmigration_scriptsdirectories as they are no longer used or needed. Both revolved heavily around Spin docs, which have since moved to https://github.com/spinframework/spin-docstoolkitwas used to semi-manually update the Spin CLI reference; this is now handled by the automation added in GitHub action to update Spin CLI reference spinframework/spin-docs#78migration_scriptswere for major version Spin docs organization/migrationCloses #1360
