- Refines the "tools" doc
- Corrects the discussion forum docs
- Adds an actual explainer for Filecoin FIPs, which did not exist in the Filecoin Docs before
- Changes the "chat and forums" doc to be "Forums and FIPs"
- Remove FIPs, moving to discussion forum docs - Remove outdated FVM programs
