[Firebase AI] Add includeSafetyAttributes for Imagen requests

Added an includeSafetyAttributes to ImageGenerationParameters. This is hardcoded to true so that safety attribute scores are included in responses. These are not surfaced in the SDK itself but will be visible in Firebase AI Monitoring.
