Description
This PR introduces Telegram as an optional notification channel alongside the existing Email system.
Changes:
NOTIFICATION_CHANNELtoggle ("email", "telegram", "both").Why?
Telegram provides near-instant alerts and is often preferred by users who want to monitor their scouts on the go without checking email.
