packaging: add missing SASL dependencies for Rocky/AlmaLinux

Taken from FluentDo/agent#100 as we identified missing SASL dependencies in some of the targets due to missing -devel dependencies: confluentinc/librdkafka#1090

We may also want to make these fatal errors now as all targets should require them.
