Fossil Logic Layer Pull Request

Description

Updating pull request markdown to be simple and handled Debian docker file before anything else. Seems like some how it was an issue due to a version of Ninja build which is out of the control of Fossil Test so just adding a targeted version to ensure it stops crashing.

Testing

Same test but the focus was on the Docker image file for Debian.
