This PR adds a README file explicit instructions and links for setting up the World Cup Database Project using Gitpod or Docker. This aims to prevent confusion amongst users, since some might choose to run it locally by cloning the latest version of the repository, which might not contain the required
csvfiles if they were on a different release branch.
