This PR widens the dependency range for the frequenz-api-common package to support versions up to v0.8.x by updating the upper bound from < 0.7.0 to < 0.9.0. The change allows the project to use newer versions of the common API while deferring handling of breaking changes in the v1alpha8 package.

Support up to v0.8.x is added, breaking changes in the
v1alpha8package of the latest common API release will be addressed in a later PR.
