This is to be compatible with Python 3.12.

Also improve slightly the previous release notes item.

If we're trying to be compatible with a newer version of Python, we might as well go to Python 3.13.

Because we've already seen that Python 3.12 is slower than 3.11, so we ideally should skip it and go directly to 3.13.
