This has apparently been a feature (though undocumented in read_csv()) in readr since 2.0.0. As a result, we don't need to use purrr::map_df() to combine read_csv() calls.

This is an internal change that does not affect users. I don't think it's worth listing this in NEWS.md.

This PR also shortens some sentences in NEWS.md.
