Updated Pipfile, setup.cfg, and tox.ini to add support for Python 3.12, 3.13, and 3.14 and removed references to Python 3.7, 3.8, and 3.9. This ensures compatibility with the latest Python versions and updates test environments accordingly.

Just a simple update to the python compatibility and test matrix to currently supported versions of python.
Also getting the lint github action working properly and a couple of flake8 appeasements
