MaveDB x VA-Spec Implementation

I had been working on a VA-Spec implementation in MaveDB over at VariantEffect/mavedb-api#380, had asked a couple questions on Slack, and wanted to open up a discussion thread up here to talk some more about it. Over on Slack there was mention of a repo fork + additions to the test framework and I'm talk about what might be needed for that and get pointed in the right direction.

For full context, the gist of the Slack message was:

• The presence of AssayVariantEffect... models in ga4gh#va-spec-python
• Best practices for evidence lines in classification statements
• Additional fields for the AveClinicalClassificationEnum
