feat: tranzactio with doobie 0.13.4 and zio 2

We are currently using ZIO 2, but cats-effect is still on 2.x version, so we needed a tranzactio version which is compatible.

This PR is not made to be pushed on your master branch, but maybe on a parallel version, so that it could be available for those who need it (like us).

I created a branch legacy_zio2-cats2 with your changes, but I have no idea how to version this :-/ I'm not sure the branch is changing anything for you, you still need to build it and handle it yourself (which isn't much different from using your fork).

Yes, we used our fork ! This PR was for others that could need this version, but if you don't want to bother with an alternative version (and if nobody asked for it), it's fine, we managed on our own :)
