GitHub Actions ubuntu-latest uses "clang-format version 18.1.3" by default, which does not support BinPackParameters: OnePerLine (the boolean was replaced with an enum in v20, llvm/llvm-project#101882). This isn't worth manually installing the latest clang-format.
