Remove Noctua edit permissions for 124 inactive users#2649

For #2638. Used scripts/bulk-user-update.py to remove allow-edit from authorizations.noctua.go for 124 inactive users from the updated list of 146 ORCIDs. 21 users already lacked the permission; 1 ORCID (0000-0003-0086-5621 / Giulia Antonazzo) was not found in users.yaml.
