Once getodk/central#1671 is in, this will fix the DB env setting properly, to amend #1481 which set the test-appropriate env vars ad-hoc.

What has been done to verify that this works as intended?

Tests (once getodk/central#1671 is in)

Why is this the best possible solution? Were any other approaches considered?

It's for the tests, doesn't affect users.
