feat(js): Remove `Shutdown & Draining" page in favor of APIs page

I am going over some "old" docs pages that may not be needed as dedicated pages anymore, as they can be found in apis now. "Shutdown & Draining" is a good example for this, as the docs for flush and close should be good enough to cover this going forward.
