We can add the type aware option oxc.typeAware as a workspace config as well. Also let's move the config here to the root oxlint file and then we can drop the --type-aware flag.

@logaretm I had to move the oxlint config to an oxline.base.json, which is extended in all files. Otherwise the typeAware flag wouldn't have worked. This flag got extended and threw an error: The 'options.typeAware' option is only supported in the root config, but it was found in ....

I also had to leave couple of options in the original .oxlintrc.json, as they are not extended, such as ignorePatterns
