Bug: Incomplete Babel Preset Update

The PR description states both @babel/preset-react and @babel/preset-typescript should be updated from 7.27.1 to 7.28.5, but only @babel/preset-react was actually updated. The @babel/preset-typescript dependency remains at ^7.27.1 instead of being bumped to ^7.28.5.
