Adds a new org option `sentry:default_coding_agent_handoff` (int, nullable) that stores the default coding agent integration ID for new projects. None = Seer (default), otherwise an integration ID. Includes validation that the integration belongs to the organization.

Tests cover: default value is None, setting a valid integration ID, clearing back to None, rejecting an invalid integration ID, and rejecting an integration belonging to another org. Also moves integration_service import to top of file and simplifies validation error message.
