I'm not really sure having one big file like this is useful.

First of all, it'd call it AGENTS.md so it's not meant to be Claude Code only. Then, I would split this into different files at the level of the directory you're describing.

In general, I find Claude Code to find this information by itself pretty reliably. We should probably figure out a way to measure this, otherwise we'd just be polluting our contexts.
