Updates Snuba API COGS recording so EAP ClickHouse usage is attributed to a unique resource_id, avoiding collisions with other ClickHouse/shared-resource accounting.
Changes:
- Rename the EAP COGS
resource_idfrom"clickhouse"to"eap_clickhouse"when the query runs on an EAP cluster.
