implementation of simple command line tool for verify a specified backend
and this file will helps programmer to understand basic API of ggml and ggml-qnn backend
tests/test-backend-ops.cpp is a highly-well designed and powerful command line tool for verify a specified backend, this simple command line tool would be helpful during dev activities of a specified backend and it's very simple to illustrate some basic APIs in ggml and ggml-backend. in the fact, this file helps me a lot during my learning ggml and ggml-backend's internal.
can't pass CI because CI is very strict and I'm not familiar with the new repo so closed this PR accordingly.
