Rational: There is no arm64 docker build available and was disabled as per #11888
Changes: added an arm64.Dockerfile that uses Debian to cross-compile the llama.cpp repo and publish images for full, server and light variants only for arm64 architecture.
Should be able to close #13891 with this.
