Version 2.0.1 of the CodeQL CLI

This release is compatible with the 1.23 release of LGTM Enterprise.

Beware that the first build of this release erroneously printed 2.0.0+201912161223 as output from codeql --version. The current build correctly prints 2.0.1 but is otherwise identical.
