- Centralizes how we handle dismissed banners, walkthroughs, and welcome views - Adds support for state migrations and re-showing items based on version changes - Migrates legacy storage keys to the new system automatically
- Displays a dismissible banner explaining that closing the tab will automatically start the rebase - Ensures the warning only appears during the planning phase, not while a rebase is active
