Only render "Capture Charge" bulk action on orders page

UI Changes

Before

"Capture Charge" is visible on Posts > All Posts page.

After

"Capture Charge" is not visible on Posts > All Posts page.

But it is still visible on WooCommerce > Orders page.

Setup

1. Install and activate the AuthorizeNet plugin, using its main branch.

Steps

1. In wp-admin, go to Posts > All Posts and click the bulk action dropdown.
   • You see a "Capture Charge" option!
2. Switch the AuthorizeNet plugin to use this branch https://github.com/gdcorp-partners/woocommerce-gateway-authorize-net-cim/pull/108 (run composer install again)
3. In wp-admin, go to Posts > All Posts and click the bulk action dropdown.
   • "Capture Charge" is no longer available.
4. Go to WooCommerce > Orders and click the bulk action dropdown.
   • "Capture Charge" is visible.

Before merge

• I have confirmed these changes in each supported minor WooCommerce version
