resolving ci issues as reported byusers.

fixes

• Lint Job Failure: The checkout logic was changed to use the branch name (github.head_ref), which is causing git fetch to fail for PRs coming from forks.
• Slow E2E - Win Failures: The new Windows test job (test_windows) was created without the GEMINI_API_KEY secret, causing all the integration tests to fail due to missing authentication.
