Reconfigured all of the .toml files from the samples assigned to tommywagz in the following artifact go/adk-python-samples-formatting. Also reconfigured ruff to be the repo-wide styling tool with rules set at the repo root and added a githook referenced in the artifact that will automatically check the style guide for code changes for each commit.
