Provide a tool that simplify the cluster management and installation per cloud provider that help to create or validate the workers nodes with advanced network characteristics

Start with GKE as example, we should be able to automate all the preprovisioning steps detailed in https://cloud.google.com/kubernetes-engine/docs/how-to/gpu-bandwidth-gpudirect-tcpx with dranetctl

• Create VPCs
• Create Subnets
• Create NodePools
• Install DRAnet and required components https://cloud.google.com/kubernetes-engine/docs/how-to/gpu-bandwidth-gpudirect-tcpx#install-gpudirect-tcpx-nccl
• Run validation tests https://cloud.google.com/kubernetes-engine/docs/how-to/gpu-bandwidth-gpudirect-tcpx#test-workload
