This dependency update introduces a build failure. The QuickStart project targets netcoreapp3.1 (see line 5), but version 3.9.0 of the Google.Cloud.EntityFrameworkCore.Spanner package is built for net8.0. A project cannot consume a NuGet package that targets a newer .NET version. To fix this, the TargetFramework for this project needs to be updated to net8.0.
