Fixes #62
This PR explicitly enforces C++17 for the BigQuery unified testing target
and fixes a CXX11 ABI mismatch that caused the demo build to fail on
Debian Bullseye.
The changes are intentionally scoped to the testing target to avoid
affecting production builds, and they contribute toward the broader
effort described in #64.
