fix: kokoro for macos and windows CIs

• homebrew clean up in ci/kokoro/macos/build.sh is to fix install of bash and ninja.
• homebrew updates for cmake in ci/kokoro/macos/builds/cmake-vcpkg.sh is to fix install of cmake.
