Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependencies [tough-cookie](https://github.com/salesforce/tough-cookie), [@quasar/app](https://github.com/quasarframework/quasar) and [serverless](https://github.com/serverless/serverless). These dependencies need to be updated together.
