This adds a toggle to disable panning/dragging on the map.

This is particularly useful for mobile use.

I've just released version 0.9.0 including your updates. It can be installed by typing

grafana-cli \
  --pluginUrl https://packages.hiveeyes.org/grafana/grafana-map-panel/grafana-map-panel-0.9.0.zip \
  plugins install grafana-map-panel
