feat: Add kafkav2 package

What this PR does / why we need it:

This commit adds the initial version of a new kafkav2 package to replace the existing kafka package. It offers all of the same features as the original kafka package but it does so in a way that favors re-usuable and composable components instead of more monolithic abstractions.
